  2. Putting together of multilateral planning teams, made up of government and non-government technical experts who will develop a memorandum of understanding (MoU). This process is directed and coordinated and by an international coordinator.
  3. Signing of the MoU by participating governments to facilitate the establishment of the peace park, initiation of a formal negotiation process and the setting up of an institutional framework as mandated by the MoU. This includes the formal appointment of the various technical committees on which all partner countries are represented.
  4. Development of an international treaty on the establishment of the peace park. This is coordinated by the international coordinators who also manages the various technical committees, such as those on customs, finance and community participation.
